Where Route 232's numbers come from
Three HUD sources, each with its own date, plus HUD's handbook and notices for the rules.
The weekly queue report
ORCF Underwriting Queues and Assignments lists every Section 232 application waiting in each queue with the date it entered, and each week's underwriter and closer assignments. The copy used here is as of October 14, 2026. Route 232 counts the applications, measures days from "date entered queue" to the report date, and for assignments from "date entered queue" to "firm review began". It does not republish project numbers or staff names.
The closings file
HUD posts a closings file for each fiscal year on the ORCF page. The fiscal 2025 file (XLSX, 337 loans) has a detail sheet with the firm application received date, the date an underwriter was assigned, the firm commitment date, the initial endorsement date and the note rate. Earlier years' files have only the closing date, so they are not used for timelines. Each step is measured in calendar days per loan; the tables show the median and the 25th and 75th percentiles across loans that record both dates.
The endorsement database
HUD's Database of FHA Healthcare Initial Endorsement Activity (data run July 8, 2026) lists every Section 232 and 242 endorsement since fiscal 2001 with its program, firm commitment date and endorsement date. Firm-commitment-to-closing times by fiscal year come from it. Loans with a negative interval or one over 2,000 days are left out as data errors.
Rules
Program rules are from HUD Handbook 4232.1 REV-1 (effective January 19, 2017), which remains the current revision; section numbers appear next to each rule. Mortgage insurance premiums are from the Federal Register notice of June 26, 2025 (90 FR 27330). Later changes come from Mortgagee Letter 2025-20 (substantial rehabilitation threshold) and ORCF's LEAN 232 notices (Express Lane, closing queue, approved use).
Refresh
scripts/refresh_data.py downloads all three sources, finds the newest closings file on the ORCF page, and rebuilds the figures. The queue report changes weekly.
